There are so many ways or forms to explain why number 108 it is a relevant part to explain constant ULP that becomes exhausting to attempt which could be a good way without extending any time in a loop.

Thus, the most simple thing to say could be simple because

108 / 3 ~ 36

From constant TWO 36 is a consequence between 1 and 360, it is in the middle  from a loop perspective

Thus, to break the loop at least 3 elements are required if the ground base is 36
